GCHQ gender and ethnicity pay gap report 2023

Having a diverse workforce is mission critical for GCHQ. To keep the country safe we need to attract a mix of minds and ensure that we represent the communities we serve.
This is why we’re committed to continued transparency around our work to reduce and ultimately eradicate our pay gaps. With that in mind, this year we have published our first combined gender and ethnicity pay gap report and have published our ethnicity pay gap figures for the first time outside our organisation.
The 2023 report shows an increase in representation of women and people from ethnic minorities in entry level roles – where we recruit in the largest numbers. In the longer term this should make GCHQ more diverse as these individuals progress through their careers. However, it also means there is an expected small increase to both our gender and ethnicity pay gaps. The steps we are taking now are designed to achieve long-lasting and impactful results in the future.
Our pay gap data is not the only indicator of how we’re doing as an inclusive employer. Whilst there is still lots to do, we are increasing the diversity of our intake of staff; supporting them to flourish in their roles; and working to bring the entire workforce on this inclusion journey with us. We need everyone to be able to give their best to continue to deliver our mission to keep the UK and its people safe.
