As intelligence officials with experience of law, policy, and operations, we read with interest the recent article on Binding Hook by an "anonymous European intelligence official," which argues that "idealistic legalism is increasingly constraining our ability to manoeuvre and contest our adversaries in and through cyberspace." We welcome this debate because, as the author points out, this view—or some version of it—has been expressed by various high-ranking officials over the years.
