GCHQ places great importance on having the right culture and ethos. We are very aware of the responsibility that comes with the nature of our work, and in addition to our legal accountability we also take the ethical considerations surrounding our mission seriously.

Raising concerns

Discussion of ethical issues is integral to what we do, and we work hard to create an environment where ethical questions can be raised and discussed freely. Our people know that there are many outlets for raising concerns, and that they will be taken seriously and treated with respect.


Our Ethical Framework

We have an Ethical Framework that provides guidance for staff on how to identify and manage ethical issues, and this is reinforced through training, through our internal processes, and through a set of behaviours and good practice for ethical working.
