Mini Challenge 2008: solution

In message three, the GG at the end of word three decrypts to SS, and word four decrypts to ALL. The letter M, which occurs 5 times, decrypts to E. This should be enough to give most of the message, although the very last word needs a bit of thought:

BRISTOL MEETING SUCCESS. ALL SYSTEMS GO FOR OPERATION HIJACK.

The word BRISTOL occurs in message two, although a bit complicated as it is split over the end / beginning of the message. Put these scraps together to get:

M E E T ...

A N G E ...

S T O L ...

E B I G ...

N G M O ...

E P A R ...

This should be enough to work out the whole message:

MEETING ARRANGED IN BRISTOL WITH THE BIG CAT. BRING MONEY IN SEPARATE BAG.

The only big cat to fit the repeating letters in the codename is CHEETAH. Did you get the clue in the very first sentence?
