GCHQ Challenge (December 2004): Solution

The names are those of film actors and actresses.
 
Each actor is paired with an actress, according to a film they both starred in, and their names encrypted with a simple substitution cipher based on the name of the film as a keyword.
 

Example

For the 1991 film, The Silence of the Lambs, repeated letters are removed from the film title, giving:
 
THESILNCOFAMB
 
The missing letters are then added, giving:
 
THESILNCOFAMBDGJKPQRUVWXYZ
 
This is then rotated to give the ciphertext alphabet:
 
RUVWXYZTHESILNCOFAMBDGJKPQ
 
This is used as the ciphertext alphabet to encrypt Anthony Hopkins and Jodie Foster:
